Hello! This question was answered in Marcille's application- with the stipulation that the character has some ability or leaning towards magic, they may learn magic from another character. If the character then develops a technique that can be used, simply drop the mods a comment for approval. In most situations, an exhaustion caveat applies to magic usage.

In essence, it's both a yes and a no. Character's who could learn magic later in their canon or clearly have some aptitude for it certainly can, but the average joe would remain the average joe.
