We've gotten a question or two like this in the past - generally, companions who fall under the umbrella of being their own, separate characters can't be brought in as companions, as they could technically be apped by another player. Given that Ando actually is a person, he unfortunately falls under this caveat - fa-a-a-abulous costume aside.
