Okay so in D&D, apparently, regular ass humans can learn magic so long as they have the tools to do so re: a book, a teacher, spell slots, etc.

Would it be possible for someone outside the canon to request these items and learn these skills? Obviously over a long period of time, with a ton of help from said D&D people, etc. I'M SO CURIOUS.
